I believe the mats are shredded tobacco drying, this picks tell to forget about thuoc lao , the leafs are identical to the picks of the leafs of the seller in ebay when I brought them.
I will only use this tobacco for seeds

That looks like a Bright Leaf Tobaccum variety. It's not the same plant as in the previous photos.

I'll be interested to hear what Manhattan says Bob, and I don't want to muddle things up but it would appear "thuoc Lao" is:
1. A way of smoking with a dieu cay, a large bamboo water pipe
2. A type(s) or varieties of tobacco grown in Vietnam, I am hearing some types are very strong and others are smooth

Manhattan please do explain more if you can

Thuoc Lao is varieties of tobacco growed and cultivated in Vietnam with high nicotine %, effects is varied from places to places due to weather, water, soil elements, which give some very strong body buzz and some smothness, so quality is varied from OK to good to premium... Thuoc lao is very common and it is smoked mostly via water bong like DIEU CAY ( bamboo pipe) or DIEU BAT ( ceramic bowl pipe). A lot of tourist came here, tried tobacco and buy some with them on the plane back home.

What appeared unique in one Vietnamese photo is that the long, narrow leaves appeared to have a distinct petiole of about 4" in length. This is a leaf "stem" that separates the leaf lamina from the stalk. Other photos showed a long, narrow leaf that was sessile, with an auricle: the lamina of each leaf extend to and partially surround the plant stalk.

So, when your plants finally reach a mature size, clearly photograph the base of a mid-stalk leaf, including the adjacent stalk.
