I got a bag of hickory prior from 2014 out for cigs. It was too dry to roll. I had the old lady throw in a wet paper towel to bring it back to reality.
The chit tasted like Grass and would throw me into choking and heaving hacking for air for my Life.
It was in high case
Once it came back into proper case for rolling it is on the dry side for smoking itself but
Not bad

I have found that some mostly-finished tobacco that goes into a deep sleep for years gradually accumulates residual fermentation products while dry. I think those chemicals are bound to the leaf in the dry state, but are released as gases when water becomes available. So, once brought back into case, it may need a day or a week of "rest", to outgas those chemicals.

Got to bring a bag of virgina into case for shredding. I got the crock pot out and the baccy in the chamber.
