It happened years ago. It's allowed. It just costs a lot of money to set up.

And snow blowers, and snow shovels, and snow plows, and ice trucks, and counties and municipalities that are ready for it. An inch of snow can halt travel and shut down all the schools and businesses around here for three days. It's like the whole world hits the pause button until the snow melts again in a few days.
