If you are charged the incorrect tax on the tobacco, we provide two places to download a reassessment form.


This window appears at checkout for ALL customers in Canada, but it also appears as though nobody ever reads it.

This one is sent to you as an attachment with your order confirmation. You click on the link (see red circle) to download the reassessment form.

And there is a third document attached to your package. Complete the form with your information and send your order back to customs.

All of the technical information is already filled out on the form. All you have to do is put your name and contact information on the form and send your order back to be reassessed. When an order is sent back for reassessment, it is correctly assessed 100% of the time.

Every single order being shipped to Canada has had these forms attached/available for the past five years.

Hello folks. I ordered 5 pounds of tobacco leafs and today got assessed at Montreal border. They say I need to pay 1100$ in duties and taxes. What should I do? Thanks pales
After all thoses questions I did ask myself very serious about this post
If this happen to me it will cost me app 3,000$, wich I will not pay for sur
And if I ask for another 15 pounds Will I be charged 3,000$
I had a 15 pnds plus a few materiel, like a shredder wich is not for what I did command i will simply ask for another one( 11 pounds flue cured treshed lemon/bright) PLus a few 5 pounds of something else) and a an injector wich works very fine and a basic shredder.
My bill was Duty 18.23, excise tax 0,gst/hst 35.76 Pst 0, handling 9.95 Total 63.94.
Maybe the custom are mixed up or I am mixed up.
Someone wrote on my bill, a left handed person, was it Wlt or the custom.
With all my reading the bill should have been (correct China Voodoo ?)
about 15$ for excise tax wich is 0), duty app 900$ ( as for PST) plus tax gst and PST (Quebec), plus on the over all amount

So what a mix, someone knows the good number ?
I want to ask for more, and a better shredder, what a risk, shoud my friendsss in AB and NB buy it for me

I don't know, it probably did if he was actually brave enough to leave a singing message! If I were to leave a singing "return to sender" message nobody would recognize the tune! Then again if "Just for laughs gags" was filmed in the prairie provinces it would be a vey different program!

I read it, I do it...but I really really hope that I need to use it!

6.75kg x 1.57 = 10.60 excise tax
$9.95 handling
About $70.50 total
The fed tax is very clear, what ever you take it way or another, about the same

the problem is the provincial tax

Like someone said
In Quebec I think it works out to this
$10 for CBSA to look
$1.57 per kg or $0.785 per lb excise tax
$149 per kg or $67.5 per lb provincial tobacco tax
And likely provincial sales tax of 14.95% on top

.....
You can easily counts that 149$/gr x 15 pounds = much more

only 2 possibilty
custom are mixed up, and/or do how they fill at that on the moment
Or
the 149$/gr ( $67.5/ pounds) is wrong

I will do another try with less tobacco




too bad shipment is expensive cause everything under 20$ goes through free of evrything
imagine 67.5$/pound x15pound ( + gst and Pst) ... ayoye = app 1115

Gently press him to prove it.
It should not be up to us to prove something does not exist.

Maybe but it's probably a new tax looking for it. I have found nothing except for the sale of nicotine to minors. It's 2.78 a kg. I have called customs all the time. Just recite the code to them. I made a big order from Big Bonner and was lucky it went straight through. It was 22lbs something like that and was lucky it went straight through. Normally it's about 30 dollars in duty.

Ive had this issue before, about 1 in 20 orders gets hit with the 'whole leaf is the 'same as retail' , next order is fine. But this time he threw me off by saying there was some rule change quoting May 2023 and Jan 2024.

We've already summarized this issue. Yes there is a new pst on whole leaf of 7%. No, they haven't changed the category of raw leaf to be equal to loose tobacco.

Effective June 30, 1995, Bill 33, Finance and Corporate Relations Statutes Amendment Act, 1995, clarified that raw leaf tobacco is included in the definition of "tobacco" and is, therefore, subject to tax under the Act. This amendment was necessary because the existing definition of tobacco defined tobacco to mean tobacco products in any form that may be consumed by a consumer. It could have been argued that raw leaf tobacco did not fit this definition because it must be cut before it can be consumed.
R.1 Tobacco Leaves (Revised: 2009/03)
Whole tobacco leaves, which have been dried and only require shredding, fall within the definition of "tobacco" and are subject to the provisions of the Act.
Similarly, tobacco leaves that are intended to be combined with another product by consumers before they are consumed fall within the definition of "tobacco" and are also subject to the provisions of the Act.

at ~454 grams per pound that comes to a tax of ~$84 per pound.

There seems to be a lot of confusion regarding BC tax etc. laws.

I wonder if this is a provincial thing or a Canada wide thing?

I just received an email from WLT stating that they have suspended all sales to BC due to improper assessment of raw tobacco. The order I placed before Christmas was sent back and WLT refunded me yesterday, minus the shipping cost. So after nearly 3 months of waiting, no tobacco and I'm out $63.50 USD because of our completely incompetent, overzealous, overreaching government. What a pi$$ off

In the BC BST thead someone mentioned they were supplying friends. I think that has always been a no go in the eyes and intent of the laws and they have been lucky not to be audited before now! I do give the odd cigarette away, but I never accept any thing for it because that would be outside the law. I do shred ahead...I think it is a kilogram, but I always keep it in mind. But it sure does seem like they are really adamant about this in BC and enforcing it beyond the intent of the law. I just hope it doesn't come our way! On the bright side...my natural gas bill is much more palatable this month without the ill conceived carbon tax
